But Jillson said it’s important to remember that Perry has appointed every member of every Texas agency, board and commission, allowing him to quickly re-establish a formidable grip. Those appointees still work for him, Jillson said, and lobbyists will continue to seek access and favors from him. And lawmakers know that though he is weakened, he can still veto their bills during the next legislative session.
